Additional SP Crime of Cachar, Dr Kalyan Kr. Das, Suspended Over APSC Exam Malpractices and Corruption Scandal
In a significant development, the Government of Assam’s Home (A) Department issued a groundbreaking order on November 30th, mandating the immediate suspension of Kalyan Kr. Das, APS, Addl. SP (Crime), Cachar. This decision comes following a damning report by the One-man Inquiry Commission of Justice (Retd.) B. K. Sharma, uncovering egregious anomalies and malpractices within the Assam Public Service Commission (APSC).
The report highlighted instances of irregularities and unethical practices during the selection process for candidates in the Combined Competitive Examination, 2013/2014. Allegations point directly to the then Chairman of the APSC, Rakesh Kumar Paul, orchestrating the misconduct.
Furthermore, the report revealed that Kalyan Kr. Das was a beneficiary of these illicit actions, securing recommendations for appointment through the illegal enhancement of his originally scored marks in the Final Tabulation Sheet. This revelation raises questions about the fairness and transparency of the recruitment process.
The government has underscored the severity of these actions, deeming them as gross misconduct, corruption, and moral turpitude. With an ongoing investigation into the criminal offenses, the Governor of Assam found it imperative to suspend Kalyan Kr. Das from service immediately.
The suspension, executed under Rule 6 (1) of the Assam Services (Discipline & Appeal) Rules, 1964, aims to prevent any potential hindrance to public service and avoid any possible embarrassment to the Government. This action remains independent of the ongoing departmental proceedings initiated through a Show Cause notice issued on the same date.
During the suspension period, the headquarters of Kalyan Kr. Das will be relocated to the Assam Police Headquarters, subject to review as necessary. This development marks a critical step in upholding the integrity of public service and underscores the government’s commitment to ensuring accountability and transparency within its institutions.
