Movement Restrictions Imposed Along Indo-Bangladesh Border in Cachar to Curb Illegal Activities, Maintain Public Order

In response to intelligence inputs suggesting possible infiltration attempts by extremist elements and to prevent illegal cross-border movement of goods and cattle, the District Magistrate of Cachar, Mridul Yadav, IAS, has issued strict prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).

According to the order issued on June 17, movement of individuals between sunset and sunrise has been banned within a one-kilometre belt along the Indo-Bangladesh border in Cachar district for two months. The restriction also applies to the river Surma and its high banks within Indian territory under Cachar’s jurisdiction, where movement and boating for fishing during night hours is strictly forbidden without prior official permission.

Local residents wishing to fish in the river Surma must obtain prior permission from the Circle Officer of Katigorah, which must be cleared by the leaseholder. Copies of these permissions must also be submitted to the District Magistrate and the Commandant of the 170th Battalion of the Border Security Force (BSF) at Dholcherra.

Additionally, the transportation of essential commodities—including sugar, rice, wheat, edible oil, kerosene, and salt—is prohibited between sunset and sunrise within a five-kilometre stretch from the border. Any exception to this rule will require approval from the Circle Officer of Katigorah, in coordination with supply officials, and all such permits must be reported to both the District Magistrate and the BSF Commandant.

The order does not apply to government officials—both State and Central—who are on official duty in the border areas.

This directive, issued ex parte in public interest, comes into effect immediately and will remain in force for a period of two months, unless modified or withdrawn earlier.
