No Fireworks in Cachar After 10 PM, District Magistrate Bans High Decibel Crackers
In a significant effort to promote a peaceful and safe Deepawali, Cachar District Magistrate Mridul Yadav has announced a strict ban on the use, sale, and manufacture of high-decibel firecrackers across the district. This directive takes effect immediately, as Deepawali celebrations are set for October 31 and November 1, 2024.
The ban targets firecrackers that exceed noise levels of 125 dB (AI) or 145 dB (C) at a distance of a four-meters radius from the bursting, adhering to Supreme Court guidelines and the Environmental Protection Rules of 1986. Fireworks are permitted only from 6:00 PM to 10:00 PM, aiming to minimize disturbances during the festivities. In a notification, the District Magistarate also mentions that, “No firecrackers shall be used between 10 PM to 6 AM”.
Furthermore, the use of firecrackers is prohibited within 100 meters of sensitive areas such as hospitals, schools, religious sites, courts, fuel stations, military installations, electrical transformers, and warehouses, prioritizing public safety.
The District Magistrate has also introduced stringent regulations for the sale and storage of firecrackers. Only licensed vendors are allowed to sell them, and they must operate from designated safe locations—roadside stalls are not permitted in urban or rural areas. Wholesale license holders cannot engage in retail without prior approval and are required to keep detailed records of all temporary license holders purchasing firecrackers. Additionally, storage must adhere to safety standards, including secure, non-flammable structures, and measures to prevent fire hazards like open flames and faulty wiring.
DM Yadav emphasized that these measures are intended to ensure a joyful, noise-free Deepawali celebration. The order will remain in effect until further notice, with violators facing penalties under Section 223 of the Bharatiya Nagarik Suraksha Sanghita (BNSS), 2023. Citizens and vendors are encouraged to cooperate fully to help create a safe and enjoyable atmosphere during the festivities.
Under Section 163 of BNSS, restrictions on firecracker use are imposed across Cachar to ensure public safety, reduce noise pollution, and protect sensitive areas.
