“Suspecting Intentional Cutting of Bethukandi Dyke” Cachar DC Enforces Restrictions Under CRPC 144

Section 144 of the CrPC has been enforced in the Bethukandi and the surrounding area to prevent potential flood-related disasters and damage to the dyke which still malfunctioning. The dyke is undergoing repair work to fill the 8-inch gap under, through which water is still entering Mahisha Beel.

The Barak River has already surpassed the danger level, raising concerns about the possibility of the water breaching vulnerable points in the dyke system. This situation has prompted fears of widespread inundation in Silchar and its adjoining regions.

District Magistrate Jha’s order specifically targets the Bethukandi sluice gate area, where an “intentional breach in 2022 by miscreants”, as per the order released today, led to catastrophic flooding, extensive property damage, and significant loss of life. To prevent a recurrence of such incidents, the assembly of five or more persons within a 500-meter radius of the Bethukandi sluice gate and on the Bethukandi dyke is strictly prohibited.

“The possibility of a similar incident this year cannot be ruled out…Immediate measures are necessary to protect the dyke at Bethukandi from any harm”, stated Magistrate Jha.

The order emphasizes that any attempt to damage the dyke will be treated as a very serious offence, attracting the harshest penalties under the law. Given the urgency of the situation, the order has been issued ex parte and will remain in force until further notice.
