30 officers of Cachar sign memorandum against BJP MLA for abusing and threatening civil servants on duty

Creating a new history in Assam, 30 officers of Cachar District administration signed a memorandum complaining against the behaviour of a ruling party MLA. Making it a dark day in Himanta Biswa Sarma’s tenure, officers, complained against an MLA and accused him of misbehaving, insulting, threatening and abusing civil servants on duty. The memorandum states that the said MLA has questioned the integrity of the entire ACS cadre.

“We, the Civil Services Officers of Cachar district, having confidence in your able leadership, would like to bring to your esteemed notice, the very shameful incident of gross misbehaviour by MLA Lakhipur towards the civil servants engaged in relief duty in Sonai Revenue Circle Dr. Dipankar Nath, ACS, Circle officer, Sonai Revenue Circle and Sri Bikash Chetri, ALRS, Circle officer (A), Sonai Revenue Circle, Sri. Hussain Mohammad Mobin, ALRS, BDO, Sonai in presence of Sri, Ashok Singhal, Guardian Minister, Cachar, who were reviewing the flood situation, who being accompanied by the District President, BIP, Cachar, Ex-MLA, Sonai, the Panchayat representatives along with several party workers and their associates,” states the memorandum signed by 30 officers of Cachar.

The letter has been addressed to the Chief Secretary of Assam, Principal Secretary to CM, Principal Secretary Personnel.

It adds, “That, while visiting the designated relief camps at Govindanagar Shivbari High School, the MLA, Lakhipur remarked that BDO of Sonai, Hussain Mohammad Mobin, ALRS should be beaten up in the same manner as he was once manhandled at block office by various party (BJP) workers on March 10, 2022. Other Panchayat Representatives further said that the Circle Officer(s) should be punished as they have failed to distribute any relief and went on to quote derogatory Un-Parliamentary words for the entire Government machinery who were working in Sonai and also, accused the concerned officers of working at behest of the opposition party and termed the officers as agent of the opposition.”

The letter as seen by Barak Bulletin, mentions that all this were happening in the presence of the Guardian Minister of Cachar, Ashok Singhal. It adds, “That, the very same shameful way of harassment continued further, while visiting the flood prone areas of Kaptanpur and Rupaibali GP under Lakhipur Constituency, Sonal Revenue Circle in a Power-boat. Going further, he personally attacked both the Circle Officers of Sonai Revenue Circle as “RICE CHORS” and thereby, calling them as thieves and quoted that their bodies shall be infested by maggots. He further, threatened the Circle Officer, Dr. Dipankar Nath, by abusing him, and also, personally attacked him by raising questions on his educational qualification about how he has earned the Dr initials in front of his name and also hurled abuses and raised his hand as a symbolic gesture for slapping, while he stated the following words “Ek sor marim/Ek thappad marunga”The MLA Lakhipur did not stop there and went on to insult and abuse the entire ACS fraternity by using derogatory remarks about the ACS service.”

It is worth noting here that names of all 30 signatories who are officers in different capacities across Cachar District Administration have been mentioned in the memorandum. The name of Guardian Minister has also been mentioned in the memorandum but the name of the Lakhipur MLA, for some reason, could not be spotted anywhere. For the records, Lakhipur MLA is former Cachar BJP President, Kaushik Rai.
