Academic in-charge of Hailakandi School suspended for "unlawful activities", "misappropriation of mid-day meals fund"

Academic in-charge of Premlochan High School in Hailakandi was suspended by the Inspector of Schools, Hailakandi over irregularities and unlawful activities with the government funds. Abdur Rahman Laskar, who is an assistant teacher of the school was given the responsibility of academic in-charge by the Principal of the school. Keeping the Principal in darkness, he has been misusing the funds allotted by the government. He has also exaggerated the number of students in the school to get fake pre-matric scholarships. There has also been a complaint of him indulging in polygamy.

Abdur Rahman Laskar was suspended yesterday by the competent authority by issuing an order from the Office of the Inspectors of Schools, HDC, Hailakandi. According to the order passed, assistant teacher Abdur Rahman Laskar was appointed last year on September 15, as the academic in charge in order to smooth academic affairs of the school and to look after day to day current academic affairs of that school. The order read, “Whereas academic Incharge Abdur Rahman Laskar, A/T has been conducting the activities as academic incharge Abdur Rahman Laskar has been involving himself several irregular and unlawful activities suppressing the fact to the Principal of Premilochan Higher Secondary School. Whereas Abdur Rahman Laskar, A/T, Premiochan HS School has diverted Midday meal fund (PM Poshan) for other development purposes of the school without prior consent from the Principal concerned as a result he is found misappropriation of Govt. fund without maintaining statement of Account.”

Other than, misappropriation of mid-day meal funds, the order also pointed out, “Whereas Abdur Rahman Laskar while furnished the application of the student under Pre-Matric Minority scholarship for the year 2021-22 he has shown 453 applicants and approved by him as Institutional Nodal Officer (INO).” This scam was exposed during the Gunotsav 2022 as he tried to divert the external evaluator. In this regard, the application read, “Whereas the day of Gunotsav 2022 Abdur Rahman Laskar was found to exaggerate the activities of the Gunotsav by organizing ceremonial function and felicitation to the external evaluator to motivate and divert the real theme of Gunotsav. Further he spent huge money for the purpose of Gunotsav without prior consent from the Principal concerned and he has not yet any expenditure statement for the purpose of Gunatav till the date.”

Not just these scams with government funds, but he has also been violating the rules of the Department as an employee of Government of Assam and indulged in polygamy. The order issued on August 24 also read, “Whereas as complaint lodged by the different corner that Abdur Rahman Laskar, A/T, Premlochan HS School has been married and maintained simultaneously two wives namely 1) Arifa Shanam Laskar and 2) Ruksanara Mazumder which has been reflected the certified copy of the Electoral Roll for the year 2022 as certified by the Election Officer, Hailakandi. Being an Assam State Government employee it is contrary to the service rule. In this regard the judgment of Hon’ble Supreme Court of India in civil appeal No. 1662 of 2015 arising out of SLP (C) No. 5097 2012 may kindly be referred.”

Based on all the allegations, the order undersigned by Dr Hiralal Bora, Inspector of Schools, Hailakandi in his official order concluded, “Considering all the facts the undersigned is hereby pleased to place under suspension of Abdur Rahman Laskar, A/T, Premlochan HS School with immediate effect pending drawal departmental proceeding. During the period of suspension, he is entitled to get the benefit of subsistence allowances as admissible under the rules”.
