Hailakandi DC issues directives to be followed during the lockdown from August 27 to September 4
After Cachar’s Keerthi Jalli, now Hailakandi DC Megh Nidhi Dahal has issued an order listing the directives to be followed during the upcoming lockdown in the district.
In his order, DC Hailakandi wrote, “Incidence of Novel Corona Virus Disease (COVID-19), a highly contagious disease, which has been declared as a pandemic, has increased rapidly throughout the district of Hailakandi in the last few weeks endangering the lives of citizens.”
Dahal added, “I have been given to understand that a significant number of patients are showing symptoms of the disease which has constrained the resources of the district particularly the availability of beds in the designated COVID hospitals and also at the higher referral centre Silchar Medical College and Hospital (SMCH).”
He opined that unless stringent measures are adopted to contain the further spread of this pandemic by breaking the chain of transmission, there may be large scale incidence;
“This order shall come into force with effect from 5:00 a.m. of August 27, 2020, and shall remain In force up till 12:00 a.m. (midnight) of 4. September 2020 and will be applicable throughout the district of Hailakandi.
The directives are:
1. All shops and establishments except pharmacies will remain shut in areas within the jurisdiction of Hailakandi Municipal Board and Lala Town Committee and locations contiguous to them and in other densely populated areas as mentioned below:
Katakhal Bazar, Panchgram Bazar, Jankibazar Bazar, Algapur Timukha Bazar, Algapur Bazar Boalipar Bazar, Matijuri Bazar, Samarikona Bazar, Tempore Bazar, Bowerghat Bazar, Ainakhal Bazar, Krishnapur Bazar, Kalacherra Bazar, Monacherra Bazar, Bilaipur Bazar, Sahabad Bazar, Katlicherra Bazar, Gharmura Bazar, Karicherra Bazar, Manipur Bazar, Ramnathpur Bazar
2. All weekly, bi-weekly, daily, morning and evening bazaars/haats will be suspended throughout the district.
3. Standalone shops in rural areas (except in areas designated at SI. No. 1) will be allowed to operate between 8:00 am to 4 pm.
4. All government offices and establishments including all banks and financial institutions, post offices, courier services, and e-commerce activities shall function as usual while following strict COVID protocols.
5. Backend activities to maintain the supply chain of essential commodities including operation of warehouses will be allowed as usual.
6. All kinds of construction work, agriculture and allied activities, activities In tea gardens, and all industries will be allowed to operate as usual.
7. There shall be no restriction on Inter-state and intra-state movement of persons and goods. No separate permission/approval/e-permit will be required for such movements.
8. Besides BPHCs, COVID Counselling and Screening Centres are established across the district where tests for COVID•19 will be carried out every day between 9:30 am to 4 pm to encourage the citizens lo voluntarily come forward to get tested.
9. Plying of local public transport Including e-rickshaws will be allowed for emergency purposes and for ferrying persons to and from COVID testing centres and also for ferrying students and candidates appearing for competitive examinations like JEE, NEET, etc., after following strict social distancing norms.
Any person or establishment violating these directives will be liable to be proceeded against under section 51 to 60 of the Disaster Management Act, 2005 besides legal action under Section 188 of the IPC and other legal provisions as applicable.
