Apart from the above mentioned ones there are several state initiatives which the Finance Minister has proposed in his budget and will benefit Barak Valley too.

Assam Finance Minister, Himanta Biswa Sarma today tabled a Rs 2149.04 crore, deficit budget which had education, tea-estate workers and senior citizens at its core. The Assam budget was all over in the national media since last few days, Himanta Biswa Sarma called this budget as first ever ‘e-budget’ as it got streamed online on social media and broadcast on TV channels live. With this Assam becomes the second state to table a ‘e-budget’ first was Andhra Pradesh.

“Education is the backbone of society” is what he started his budget with and then announced one after another new proposals. Sarma tabled plans to set up 10 new law colleges, 10 new B. Ed Colleges, nine new women colleges, three new polytechnic and a new medical college. He did not slab any new tax, announced stipend for sanitary napkins. Sarma proposed a levy of electricity duty at 5 per cent on ad-valorem basis and one per cent increase on stamp duty registration fee for transactions in immovable properties.

The budget has proposed four slabs of annual scholarship of up to Rs 10,000 for ensuring girls belonging to minority communities pursuing education beyond class 10. Eligible girls would need to self-certify that they were unmarried and pursing their education to avail the scholarship. Sarma also proposed that unmarried girl child of a pensioner should be eligible to withdraw pension after pensioner’s death. The number of scooters to be distributed has been upped from 1000 to top 5000 girls in Higher Secondary examinations
