The Excise department of the State government decided to allow licensed IMFL stores to remain open from tomorrow onwards. Officials in the excise department said that they took the decision after observing a spike in the consumption of illicit liquor across the state.
In a letter issued by the office of the commissioner of excise states that “The government has approved of opening IMFL shop, wholesale, warehouses, bottling plants, distilleries and breweries with effect from April 13, 2020, on the permitted days subject to compliance of the following guideline:”
The key guidelines are:
IMFL “OFF”/CS “OFF” shop shall remain open from 10 a.m. to 5 p.m. on the permitted days.
The licensee of IMFL “OFF”/CS “OFF” shop, wholesale warehouses, bottling plant, distilleries and breweries shall be personally responsible for deploying their staff to ensure maintaining social distancing of at least one metre between customers, staff, cough etiquette and to strictly follow all directive issued by National Health Mission, Assam with reference to COVID-19 situation.
The wholesale warehouses, distilleries, breweries bottling plant shall work with their minimum staff but not more than 50% of the regular staff and workers
Superintendent of Excise shall deploy excise officials to monitor the compliance of directive issued by National Health Mission, Assam with reference to covid-19.
The wholesale warehouses, bottling plants, breweries, distilleries must arrange to keep their staff and workers within their campus and shall arrange food and other amenities for them if the above arrangement is not possible they shall arrange to keep such workers and staff at a designated place nearest to the factory premises. They shall also arrange transportation for the staff and workers from designated place to the factory by observing all COVID-19 guidelines.
For transport of liquor, consignment vehicle passes shall be obtained from the respective deputy commissioner of the district.
The excise department has made it clear that if the COVID19 guidelines are not followed the administration will cancel the licenses.
