Mutual Transfer of Assam Govt. Teachers: Online Application to Begin Today

Marking a significant development in digital governance in Assam, the ‘Axom Sarba Siksha Mission’ would begin the online process of the transfer of the teachers of all Government and Provincialired schools in Assam from today, November 22. The ‘SSA Assam Mutual Transfer 2021’ online portal will be officially launched today to implement the whole virtual transfer application process. This has been a long-standing demand from the state’s teaching fraternity to allow mutual transfer in the state.

After the portal launch, the eligible and desired teachers will be able to enroll themselves on the portal. They will be able to submit their application for transfer to the desired school only after a successful registration.

“To improve the quality of education and to maintain better Pupil-Teacher Ratio (PTR) in the schools, Education Department, Government of Assam has started the process of Teacher transfer as per The Assam Elementary and Secondary School Teachers’ (Regulation of Posting and Transfer)Act, 2020’,” reads the notice letter issued by Samagra Shikhsha Assam on November 20. Where all categories of Teachers of Government Schools from Lower Primary to Senior Secondary Schools, who have completed at least ten years in service, are eligible to register and submit the service profile details from 22.11.2021 to 10.12.2021 in the web portal https://hmsassarn.

In July this year, during the assembly budget session, Assam Education Minister Ranuj Pegu announced the plan of an online mutual transfer process for the state government school teachers. “This move towards digitalization will make the application process of the transfer of teachers very convenient as it will eliminate the need for the teachers from physically rushing from one office to another to get the simple job done,” Minister Pegu said in the announcement.
Steps for Registration:

1. Create an account by providing personal bio-data including Name, Email ID, Date Of Birth, Mobile Number. Gender, Password
2. For Login purpose – The registered Mobile Number as User lD and Password provided during login creation
3. Creating the profile includes 11 sections – School details (Elementary/ Secondary), Personal Details, Academic Qualification, Professional & Other Qualification, Service Details, Salary Accounts & Other Official Account Details, Service Records, Award Received, Promotion Details, Other Details, Supporting Documents to upload
4. Submit the filled-up form Important Points:
I. Teachers have to mandatorily upload a copy of the following documents- TET Marksheet cum Certificate, D. El Ed. or B. Ed Mark sheet, HSSLC Mark sheet, Graduation Mark sheet, proof of Date of Birth, Appointment Letter
II. For those teachers who had joined before 3. September 2001, uploading of TET Mark sheet cum Certificate and D. EL Ed. or B. Ed Mark sheet is not mandatory..
III. The maximum size of each of the supporting documents should not exceed 300KB.
IV. Teachers have to upload one clear passport size photograph and copy of the scanned signature. The maximum size of each should not exceed 50 KB. All teachers are requested to submit the service profile and upload the details mentioned above within the given period for smooth implementation of transfer & posting as per the Act.
