Section 144 of the Criminal Procedure Code clamped in Cachar ahead of counting of votes
In apprehension of some miscreants who may indulge illegal activities that might endanger the human life and property and public breach of peace and tranquility on the day of counting of votes which falls on 2nd May at NATRIP, Udharbandh for all 7 constituencies of Cachar District , District Magistrate Cachar has issued a number of prohibitions under Section 144 of the Indian Penal Code for speedy remedy and immediate prevention of disturbances of peace, disruption in the process of counting of votes and to avoid any untoward incident,clashes and possible violence between groups affiliated to different political parties.
According to which the area from lathigram to tri-junction to 500metres behind NATRIP will be sterile zone with restricted entry of vehicles with valid passes or only thoroughfare allowed with no stopping.
No hawkers or shops will be allowed in this area,no vehicle will be allowed to park in this area.
Association with more than four persons in and around the NATRIP Campus,Japirbond without valid passes is prohibited.
Spreading of rumour endangering human life and property and breach of public peace and tranquility both verbal and in black and white is prohibited.
Purchase and selling of bombs,crackers any other materials which can produce sound or any other chemical effect is prohibited with immediate effect.
No person or group are allowed to carry any weapon like lathi,lance,spears ,dao,stick etc which can use as a weapon of offence with immediate effect and are not allowed to carry Gun,toy pistol or revolver with immediate effect.
No person, political party or organiser shall use loudspeaker, microphone without prior permission from the District Magistrate before making use of microphone or loud speaker which disturbs the peace and tranquility besides causing noise pollution.
No victory procession after the counting on 2nd May shall be permissible as per ECI guidelines.
Not more than two persons will be allowed to accompany the wining candidate or his/her authorised representative receive the certificate of election from concern returning officer.
This order will come in to force with immediate effect and will remain in force until further order.
