Minister Parimal Suklabaidya’s PSO Tushar Roy disobeys Commandant’s order to report; Departmental action to proceed

Call it insubordination or absolute disobedience, Ujjal Shankar Roy, who is popularly known as Tushar Roy fails to report to the office of his employer after being closed. By doing this, Roy insults his official employer – an integral government unit. Employed by the 6AP Battalion, Tushar Roy was deployed as the PSO of Minister Parimal Suklabaidya, an MLA from Dholai constituency. He has remained the PSO for more than six years and was locally known as the Minister’s PA. He never wore uniforms was active in BJP’s political activity.

Recently, the Monierkhal Forest Range Officer raided fisheries inside the Reserve Forest Area and dismantled them. Both the fisheries with fishes worth lakhs were allegedly maintained by Tushar Roy. Locals stated officially that Tushar Roy conducted an eviction drive and dislocated the tribal settlement to set up his own fisheries. After the raids on January 8, 2022, Tushar Roy again dared to set up the same fisheries. He again started operating business from the Reserve Forest Area. That is when the Forest Division initiated further action.

During patrolling duty along with the Range Headquarter and Monierkhal Beat Staff at about 10.00 A.M at Darmi area, Nazrul Hoque Mazumdar, Beat Officer of Monierkhal Beat noticed that one fishery out of the two fishery which was dismantled by the Range Officer, Monierkhal Range, ACF and other Staff of Protection Range and Monierkhal Range on January 8, 2022, at Darmikhal area under Sonai Reserve Forest, was reconstructed by some miscreants, stated the report of Beat Officer to the Cachar Divisional Forest Officer.

The report adds, “Then I tried to find out the miscreants but failed. Then I have interacted with the local people and come to know that Ujjal Sankar Roy (Popularly known as Tushar Roy), S/O Utpal Sankar Roy, Vill- Darmikhal Grant, P.O- Rukni, Thana-Palonghat, Dist- Cachar, Assam engaged the labour on dated 05/02/2022 and 06/02/2022 to reconstruct the fishery. Then the local villager gave the statement regarding this matter in front of me.”

Following this complaint, DFO Cachar, Tejas Mariswami wrote to the Superintendent of Police Cachar, Dr. Ramandeep Kaur. He attached the copy of the FIR against Ujjal Shankar Roy (Tushar Roy) lodged by Monierkhal Beat Officer. In his letter to the SP, DFP Mariswamy requests her to “book the Tushar Roy and his cohorts and to handover them to Forest Department for prosecution under the Assam Forest Regulation Act.1891 and Amendment Act. 1995.

On the other hand, after the reports of Tushar Roy’s alleged involvement in illegal fisheries surfaced, Commandant of 6AP Battalion closed him from all duties and asked him to report at the office in Kathal Road. The Commandant informed that Roy has not reported to the office and thus disobeyed the order. Now the department will issue an explanation call and if Tushar Roy refuses to explain his action before the mentioned deadline, departmental actions will proceed.

With an FIR in Police Station, a complaint from the DFO and an explanation call issued against him, Tushar Roy is absconding. His phone is not reachable and his whereabouts are unknown. Sources close to Roy informed that one of the top lawyers in Gauhati High Court has appealed for Tushar Roy anticipatory bail.
