Silchar Gets Its Triple-Engine Sarkar. Now, It Is Time to Deliver

Silchar has voted, the results are out and the political picture is now remarkably clear. The BJP has won 32 of the 42 Silchar Municipal Corporation wards, while its ally AGP has won two. Congress has two wards and Independents have six.

The two Congress winners and six Independent candidates also show that the BJP’s dominance is not absolute. Despite the party’s organisational strength, political influence and powerful leadership, some candidates were still able to win the trust and votes of people in their respective wards. It is a reminder that even in a heavily BJP-dominated election, local candidates, personal credibility and public support can still matter.

With 32 seats for BJP, Silchar now has what can be described as a “triple-engine” government. The Municipal Corporation is dominated by the BJP, Assam has a BJP government led by Chief Minister Himanta Biswa Sarma and the BJP leads the Union government under Prime Minister Narendra Modi. The Silchar MP and MLA are also from the BJP. Politically, the BJP is present at almost every level.

That gives the BJP a powerful mandate, but it also creates a much bigger responsibility. The party now has very little room to blame political differences between governments for Silchar’s civic problems. The corporation, state government and Union government are aligned politically. If this arrangement is supposed to make governance smoother, residents will expect to see the benefits on the ground.

And the BJP has already told Silchar what it wants to do. Its Municipal Corporation Sankalp Patra contained roughly 100 proposals covering drainage, flooding, drinking water, waste management, roads, footpaths, traffic, parking, sanitation, markets, parks, digital governance, public transport, youth, women, senior citizens, persons with disabilities, heritage, cremation infrastructure and housing.

Waterlogging will be one of the biggest tests. The BJP promised pumping stations in waterlogging-prone areas, widening and deepening Rangirkhal, Bachaikhal, Longaikhal, Singirkhal and Town Khal, better connections with the Ghagra and Barak rivers, covered RCC drains and regular cleaning. It also promised coordination on Barak River embankment repairs and modernisation of sluice gates.

Drinking water is another major promise. The Sankalp Patra proposed repairing and replacing old pipelines, building new overhead tanks, expanding existing tanks and providing 24×7 drinking water supply. If implemented properly, this would directly affect thousands of households. For residents, the success of the promise will ultimately be measured not by announcements, but by whether reliable water actually comes from their taps.

The BJP also promised 100 per cent door-to-door garbage collection, waste segregation at source, zone-wise collection centres, QR-based monitoring against illegal dumping, night-time garbage clearance in busy areas and GPS tracking of garbage vehicles. Roads, footpaths and streetlights were also promised, along with parking zones, e-rickshaw stands, multi-storey parking facilities, underpasses and measures to reduce traffic congestion.

Then there is the proposed “Smart Silchar App”, which promises to bring water, waste, roads, streetlights, drainage, certificates, property tax and complaints onto one platform. The BJP also promised complaint tracking numbers, defined timelines and a 24×7 integrated emergency response system. If delivered properly, this could make municipal services considerably easier to access and, more importantly, easier for citizens to monitor.

The promises go even further, from electric buses and skill development centres to free NEET and JEE coaching, safer public spaces, facilities for senior citizens and persons with disabilities, new parks, urban forestry, market modernisation, heritage preservation and improved cremation infrastructure. The party has also promised to make Silchar cleaner, greener, safer and more organised, while developing it as a planned city.

The election has therefore given the BJP something close to the political conditions it could ask for. A dominant Municipal Corporation, a BJP MLA, a BJP MP, a BJP state government and a BJP-led Union government. The voters have given the mandate. Now comes the harder part. The BJP made the promises. Silchar will now be watching how many of them actually become reality.
