DSA's notice didn't reach JC International even after 14 days; Secretary says will be sent after advice of legal cell

The Silchar District Sports Association (DSA) is already in trouble over the contract with JC International, which is adjacent to the stadium. It was decided in the last GB meeting of the previous committee that the rent paid by JC International would be increased.

Last year on October 31, the contract for the first floor between JC International and Silchar District Sports Association expired. After that, the Association decided to renew the contract. The resolution was also passed in the last GB meeting of the previous committee. As per the new agreement, JC International’s first floor rent was fixed at Rs 25 per square foot. Accordingly, notice of the new agreement was sent to the JC authorities by the previous committee. However the JC authorities did not agree to that.

Meanwhile, the contract for the second floor between the Association and JC International has also expired. In the first GB meeting of the new committee, it was decided to increase the contract amount with JC International. On September 9, it was decided in the governing body meeting that a new agreement of 50 rupees per square foot will be made with JC International.

But that will be only for JC International. If the JC authorities do not agree to this contract, the Association will do a bidding call and contract a new party at a higher rate. However the surprising thing is that even after 14 days of the GB meeting, the Association has not sent the new contract notice to the JC International authorities!

The issue of JC International was the biggest highlight among the ten agenda items at the GB meeting on September 9. According to the previous agreement, JC International was paying Rs 3 per square foot which was much lower than the market rate. Collecting rent from JC International at market rates would make the Association largely ‘self-sufficient’. A large amount of money will come into the Association’s treasury every month. This will also benefit the local sports arena. But the new committee of the Association is ignoring such an important issue.

Why no notice has been sent to the JC authorities? In response to this, Secretary Atanu Bhattacharjee said that the notice of the new contract will be sent to the JC authorities following the advice of the 5-member legal cell of the Association. But the notice could not be drawn up till now as several members of the legal cell are out of the town. The Association will prepare the new contract notice after a meeting with the legal cell. It will then be forwarded to JC International authorities.

The noteworthy thing is that during the GB briefing on September 10, Secretary Atanu said that the Association is going through a crisis period. Because rent is not coming from many other business organisations with whom contracts were made including JC International. But even 14 days after the decision was made in GB, the notice could not be sent to JC International, which is adjacent to the stadium.

The first floor area of ​​JC International will be approximately 8,000 square feet. Until the contract period in October last year, its rent allocation was Rs. 3 per square foot for a month i.e. about 24,000 rupees for 8,000 square feet. Currently, the market rent of such commercial buildings in Circuit House Road is atleast 70 to 80 rupees per square foot. If DSA charges a minimum rate of 40 rupees per square foot in the new contract, then the rent will be around 3,20,000 rupees per month.

JC International’s second floor contract with the Association has already expired. Its rent was also low. According to the new agreement, the rent of that floor will be Rs. 50 per square foot. If the rent of two floors is renewed and conflated, then it will be a minimum of 6 lakhs per month i.e. about 72 lakhs a year. With this money coming into the coffer, the face of DSA could change as well as the whole system. Players as well as the local clubs will be benefited from it. But the new committee of the Association is procrastinating such an important issue.

In the GB meeting, it was suddenly decided to double the rent. Since then, the question has been raised in the local sports arena, if Silchar District Sports Association is intentionally trying to create legal complications. Many think that the JC authorities will benefit from such a decision of the Association as if the case goes to court, it will take many years to settle the case. In that situation, the JC authorities will pay the rent according to the old agreement till the matter is sub judice. Hence, the question is whether DSA is blocking the biggest income of theirs by creating legal complications?
